Sir Etekamba Umoren is a former Secretary to the State Government of Akwa Ibom State under former governor, Udom Emmanuel.

He is an indigene of Essien Udim Local Government Area, Akwa Ibom State. He was born on April 1, 1960.

Umoren attended various institutions for his educational certificates including Presbyterian Primary School, Enwe Street, Uyo, 1968-69; Urban Primary School, Uruk Uso, Ikot Ekpene, 1971-73; Federal Government College, Illorin, Kwara State, 1978-80 and University of Benin, Benin City, Edo State, 1981-84.

He joined the Civil Service in 1987 as Assistant Secretary and rose to become an acting Permanent Secretary in May 2007.

He was confirmed a Permanent Secretary shortly thereafter, due to his hard work and dedication. This much has been demonstrated in the numerous awards he has won in the State Civil Service.

Sir Umoren served as the Permanent Secretary Government House from where he got appointed as the Chief of Staff to the Governor in 2015. His dexterity, administrative acumen and dedicated service earned him the appointment as the Secretary to State Government in 2016.

Sir Etekamba Umoren is a fellow, Nigeria Institute of Management (Chartered), 2010; fellow, Certified Institute of Public Administrators, Republic of Ghana, 2008; Associate, Institute of Personnel Management (Chartered), MNIM, 1993; Associate, Nigerian Institute of Management (Chartered), AMNIM.

A knight of the Methodist Church of Nigeria, Etekamba Umoren is happily married to Lady (Barr) Gloria Etekamba Umoren, and the union is blessed with children.

The appointment of Sir Etekamba Umoren as Resident Electoral Commission (REC) of Independent National Electoral Commission, (INEC), from Akwa Ibom State has drawn so much criticism from Nigerians.
